Houston asks court to reconsider ruling against minority-owned business program

The City of Houston has asked a federal court to revisit a decision finding its Minority, Women and Small Business Enterprise Program unconstitutional [1]. U.S. Judge David Hittner ruled last month that part of the program, created in 1984, violated the Equal Protection Clause of the Fourteenth Amendment, siding with a white couple who sued the city in 2023 over its government contracting initiative [1]. The program required certain municipal contracting participation [1].
